The tussle between Tamil Nadu and Kerala over the Mulla Periyar dam water has reached a flash point. Tamil Nadu Chief Minister M Karunanidhi has pulled out of the talks with his Kerala counterpart, VS Achutanandan, scheduled for next week in Delhi.
