"It is worse than a dog in the manger. It is actually a kind of perverse logic that says neither am I (the Centre) competent, nor will I admit I am incompetent, I will make it look like you are incompetent," says Dr P Thiagarajan, Tamil Nadu Finance Minister, when asked about the argument that why don't state governments slash their taxes on fuel to combat rising fuel prices.
