Two explosive reports by the Comptroller and Auditor General (CAG) have indicted the Civil Aviation Ministry and Petroleum Ministry for faulty decisions. This after scams like 2G, Commonwealth Games and Adarsh Housing Society were unearthed by the CAG and have been a cause of worry for the UPA government. Is CAG setting the political agenda?
