Rajiv Gandhi's assasins execution has been stayed by the Madras High Court for eight weeks citing the 11-year long delay in carrying out that death sentence. The Tamil Nadu assembly resolution asking for mercy for the three convicts has lead to a political controversy. Has the death penalty debate been hijacked by the politics of ethnicity?
