In a significant breather for the Election Commission of India in the Bihar voter list revision row, the Supreme Court has declined to stay the ongoing voter list revision exercise. That means, despite mounting criticism and fear among large sections of voters, especially migrants, the exercise will go on. But the Supreme Court didn't give the Election Commission a free pass either. Why was this exercise launched barely months before the polls? Why is the burden of proof falling entirely on the citizen – and not the state?
