In a significant departure from earlier positions focused only on district bodies, the government is now considering a UT-level elected body with full legislative, executive (control over bureaucracy), and financial powers (100% budget control) Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) reached an in-principle understanding with the Government of India yesterday to restore democracy in Ladakh through a powerful Union Territory-level elected legislative body. Elected representatives will now oversee the entire region, replacing heavy dependence on Lieutenant Governors. This will lead to more responsible decisions, as those living in Ladakh for generations will prioritize long-term sustainability. The Centre has agreed to constitutional safeguards on the lines of Article 371 (A, F & G) and addressing Sixth Schedule protections, while acknowledging the path to full statehood once Ladakh generates sufficient revenue. Sonam Wangchuk welcomed the development as a major positive shift from fragmented district-level powers, emphasising that locally elected leaders who live with long-term consequences will make more responsible decisions. He linked this democratic empowerment to environmental sustainability, invoking Ladakh’s wisdom of considering “precious grandchildren” before key choices, and urged citizens reeling under climate change induced heatwave to adopt mindful lifestyle changes- criticising excessive air-conditioner use in cities- to address the true environmental cost of overconsumption.
