Maharashtra's political class seems paralysed by the spreading fires of Maratha Quota protests. The protests in 2016 were peaceful, marked by a series of remarkable silent marches - over 50 in all.The state government promised action but could not deliver. Now the protests have turned violent. Buses burnt, public property damaged, and stones were pelted at policemen. Five protesters have even committed suicide. Chief Minister Devendra Fadnavis has said he will act; to ensure that Marathas get 16% quota, however the attempts to give Marathas an entitled community backward status has failed the legal or the factual test again and again. Tonight on Reality Check, is Chief Minister Devendra Fadnavis' promise rhetoric or reality?
