A fire at a massive military ammunition depot in Pulgaon in Maharashtra has killed two Army officers, a jawan and 13 civilian fire fighters. The Army said 17 people were injured and are now reported to be stable condition. But is this something that could have been avoided? Have no lessons been learnt from earlier fires?
