Slamming Prime Minister Manmohan Singh on the issue of appointment of PJ Thomas as the Chief Vigilance Commissioner, which was quashed by the Supreme Court, the Bharatiya Janata Party (BJP) today demanded that he should explain the circumstances behind the appointment.
