Are Muslims Obligated To Denounce Terror?

Close on the heels of a terror attack in a Dhaka cafe that killed 22, terrorists struck again. 3 people - two policemen and a woman - were killed and 13 were wounded in an explosion and gun-battle near a mass Eid prayer in Kishoreganj in Bangladesh. Reports have emerged that some of the Dhaka attackers were inspired by a controversial Indian Muslim preacher, Zakir Naik, known for his inflammatory remarks. In one of them, he had reportedly 'urged all Muslims to be terrorists'. His views have triggered widespread condemnations from Islamic clerics across the country; many of them have had to decry terrorism in the strongest of words. But the question still remains - are Muslims explicitly obligated to denounce all forms of terror every time?
