Prime Minister Narendra Modi will today address a rally in Mathura's Chandrabhan village, the birth place of the Jan Sangh's ideologue Deen Dayal Upadhyay in western Uttar Pradesh, the first of BJP's 200 rallies to mark its government's one year in power.
