Finance Minister Arun Jaitley and his predecessor P Chidambaram countered each other in Rajya Sabha over whether GST-related bills - the next step in the complex implementation of the new tax regime - should be introduced in Parliament as a finance bill or money bill. The Congress stressed that the next GST proposal must be treated as a finance bill and not a money bill. A finance bill is debated and voted upon by both Houses, a money bill cannot be rejected by the Rajya Sabha, which can only recommend changes.
