Bihar Chief Minister Nitish Kumar has apologised for comments on the role of women's education in population control that he made in the state Assembly Tuesday afternoon. The remarks were made while explaining why the state's fertility rate has dropped from 4.2 per cent to 2.9 per cent. He had used language slammed as "vulgar" by the opposition BJP and had been defended by his deputy, Tejashwi Yadav, who claimed he was talking about sex education as taught in schools and insisted that his comments should not be misconstrued.
