A felicitation function for Tibetan spiritual leader Dalai Lama on Saturday ended in a diplomatic tangle. In a classified advisory that NDTV has seen, Cabinet Secretary KM Chandrashekhar wrote to all cabinet ministers saying attending the function is ''not in conformity with the foreign policy of the government. And, therefore, you are directed not to accept the invitation.''
