Phool Singh died in an accident in 2007. In records of Rajasthan Police, he came back to life this month. He was named in a case registered by the police in Bharatpur's Rupabas, accusing him of violence during the Dalit agitation on 2 April, the Bharat Bandh. The dead man, Dalit rights activists say, has come to symbolise how the police have, in Rajasthan and many other parts of the country, gone on an overdrive to target members of the community after violence during the shutdown.
