In Chhattisgarh its being called Mission 2016, a promise to end Naxalite insurgency within this year, a war in which collateral damage appears to be those who are witness to it: journalists, scholars activists. At least four journalists have been arrested in the past six months. The pattern in each case is familiar: those who question the police, they are given a warning, and then picked up, on charges that appears to be flimsy at best.
