The Congress on Monday attacked the Narendra Modi government over the timing of its decision to notify the controversial Citizenship (Amendment) Act (CAA) rules right before the announcement of Lok Sabha polls in a few days. "Why was there such a delay? If it had to be delayed, then why couldn't it be done after the elections? Their (BJP) only aim is to make every issue about Hindus and Muslims...," said Digvijaya Singh.
