Justice Shivraj V Patil has submitted his report on whether rules were broken in the allocation of 2G spectrum between 2001 and 2009. Justice Patil submitted five folders to Telecom Minister Kapil Sibal this morning. He said he has named officials in the Telecom department who did not follow the government's guidelines.
