"Terror Incidents Have Gone Up After 2012": J&K Former Top Cop
"We used to have a system to gather intelligence which worked - from 2001 to 2012, the incidents of terror attacks decreased, but after 2012, the number of civilian killings have gone up gradually," said former DGP J&K Kuldeep Khoda.
