Lieutenant colonel (Retd) Peter Lerner, former spokesperson for the Israel Defense Forces, said that "obviously Hamas' operational capabilities were underestimated and the breakdown of three lines of defence of which the intelligence is supposed to be the first failed, which is why we're here today".
