Has India done too little in countering Pakistan?

There may be outrage across the country at the horrendous Pakistani incursion that resulted in one of our jawans being beheaded, but New Delhi it seems is still good to go as far as the new visa agreement with Pakistan is concerned. Is this an example of Indian restrain and maturity or inaction?
