In the industrial town Kanpur in Uttar Pradesh, where assembly elections are going on, unemployment seems to be a persistent concern, made worse by the COVID-19 pandemic. Students and job-seekers regularly take to the streets in protest. But the UP government claims they have more than met the promises of creating jobs. In the BJP's 2017 manifesto, they promised to create 70 lakh jobs. The state government claims it has created 2.8 crore jobs. Does the government have the evidence to back it up? What are these businesses and where are these jobs?
