Encroachment On Public Land in India's Cities - Who Is responsible?

With around 64,000 illegal encroachments identified in the capital city Delhi, civic bodies have been on a demolition drive to clear the illegal occupation of public land. One such recent demolition drive undertaken at Mehrauli by DDA has rendered hundreds of families homeless . We visited the area and spoke to the affected residents to get a first-hand account of what has happened on ground. How did the situation come to this?
