Opinion is divided on whether Finance Minister P Chidambaram will take up the controversial issue of pension reforms in Budget 2006. In his last budget speech, Chidambaram asked for foreign investment in pension funds and all hell broke loose. Under the new pension regime, the government wants a 'pay as you go' system instead of a fully funded one.
