Bhullar's appeal rejected; verdict could impact others on death row

The Supreme Court has ruled that a death sentence cannot be commuted to life imprisonment because of a delay in execution. The court has rejected an appeal by Devender Pal Singh Bhullar against his hanging, and could impact the cases of 16 other prisoners on death row who have pleaded against their punishment.
