The Haryana government has approved a new regulatory framework for cab aggregators and delivery platforms that will bar the addition of new petrol and diesel vehicles to fleets operating in the National Capital Region (NCR) districts. The decision, cleared by the state Cabinet on Monday, aligns Haryana with directions from the Commission for Air Quality Management (CAQM) and introduces stricter licensing, safety, and insurance norms for app-based mobility operators.
Under the revised rules, all new vehicles inducted by aggregators, delivery platforms, and e-commerce firms in Haryana's NCR region must be powered by CNG, electricity, battery or other cleaner fuels. A separate provision restricts future additions of three-wheeler auto-rickshaws in NCR fleets to only CNG or electric models.
The amendments were made to the Haryana Motor Vehicles Rules, 1993, during a Cabinet meeting chaired by Chief Minister Nayab Singh Saini. The state government said the move is intended to reduce vehicular emissions and promote cleaner transport across NCR districts.

The decision follows CAQM guidelines issued in June last year, which had directed that no new petrol or diesel-powered vehicles be added to aggregator, delivery and e-commerce fleets in Delhi-NCR. Haryana has also tightened the compliance framework for app-based transport operators by replacing Rule 86A of the Haryana Motor Vehicles Rules, 1993, with a broader set of onboarding and operational norms.
The new framework covers driver and vehicle onboarding, minimum fare standards, a passenger grievance redressal system, refresher training for drivers, and cybersecurity requirements for aggregator apps.
Operators must provide at least Rs 5 lakh insurance for passengers, Rs 5 lakh health cover for drivers, and term insurance of Rs 10 lakh for each onboarded driver. Vehicles must be fitted with tracking devices, panic buttons, first-aid kits, and fire extinguishers, where applicable, and aggregators are required to run 24x7 control rooms and passenger support centres.
The state will verify driver and vehicle details through the VAHAN and SARATHI portals, and aggregators must maintain digital records of their fleets. All applications for registration and licensing will be processed via the 'Clean Mobility Haryana Transport' portal.
