Delhi-NCR has implemented the Graded Response Action Plan (GRAP) Stage III in the wake of air quality deteriorating into the 'severe' category, bringing a temporary ban on BS-III petrol and BS-IV diesel vehicles. This follows the order issued by the Commission for Air Quality Management (CAQM) for the National Capital Region. These restrictions will stay in place until there is a noticeable improvement in pollution levels and AQI readings remain below 400.
The new directions by CAQM prohibit the entry of BS-III petrol and BS-IV diesel light motor vehicles (LMVs) into Delhi. Diesel-run inter-state buses, along with all AITP buses and tempo travellers, are also restricted. Only electric, CNG, and BS-VI diesel inter-state buses are permitted to operate. Vehicles modified for use by physically challenged persons are exempted from the restrictions.

BS-IV diesel medium and light commercial goods vehicles (MGVs and LCVs) registered in Delhi are allowed entry only if they transport essential goods or provide essential services. Similar vehicles registered outside Delhi can enter the city solely for essential deliveries. Non-designated goods vehicles will be diverted at border entry points, and compliance with Pollution Under Control Certificate (PUCC) norms will be strictly enforced by transport authorities.
Apart from vehicles, GRAP III brings restrictions on non-essential construction and demolition activities, transportation of dust-generating materials like cement, sand, fly ash, and more. The use of restricted vehicles during the GRAP Stage III can attract hefty fines in Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar. To ensure the implementation, authorities have urged residents to use public transport and to ensure that the vehicles have valid PUC certificates.
