Railways: High profile ministry, safety low priority?

For a ministry which is so politically high profile, why is safety at the bottom or the priority list? So bizarre is the politics, that despite the Prime Minister asking Mukul Roy, who is currently Minister of state, Railways to go to the site of these accidents, he refused. Officially the Trinamool says it is because he didn’t want to hamper rescue work, but is it that he is resentful of Dinesh Trivedi being elevated to Railways Minister?
