The Public Accounts Committee of Goa has blamed Chief Minister Digambar Kamat for being a "silent spectator" to illegal mining in the state. In his report, committee chief and opposition leader Manohar Parrikar has indicted the mining department which Mr Kamat has handled for the last 12 years. Mr Parrikar is expected to submit his report to the Speaker today. But Congress members of the PAC, who are opposed to the draft, have not signed it yet. They have sought more time to study it and say it cannot be tabled till approved by all members.
