Rampant abuse in orphanages in big cities going unnoticed?

A report by the NGO HAQ: Centre for Child Rights says an 11-year-old, who later died of diarrhoea, was repeatedly raped, possibly at a leading Delhi orphanage. The report also says that rampant sexual abuse continues at the institute where young boys are frequently targeted by older boys. We discuss if rampant sexual abuse is an open secret in orphanages in our country.
