"The manner in which Monu Manesar is behaving on social media is an illegal and illegitimate display of power. The police have not done their job. I don't think he will be arrested," Dr Vikram Singh, former UP DGP, said when asked whether the police are doing their job to catch cow vigilante Monu Manesar.
