Railway Minister Pawan Kumar Bansal announced a fuel surcharge of just under 5 per cent on freight traffic in his maiden Railway Budget on Tuesday, but ducked the opportunity of a further round of passenger fare hikes as the government gears up for a national election scheduled for May 2014. Among his other announcements included revamping of e-ticketing services and introduction of 67 new Express trains and 26 new passenger trains.
