Unsafe at home, unsafe on the streets?

It is a reality, women confront in India every day, but now two horrifying cases have emerged where people were actually killed - one a father, a policeman who was shot in his chest as he protested against his daughter being stalked. The other, a young boy, killed by those harassing a friend of his. In both cases bystanders stood and watched. What kind of country are we where we allow this to happen daily and react only when things go so bad?
