The government's decision to put the FDI in retail proposal on hold has raised question marks about the credentials of the 'reformist' Prime Minister Manmohan Singh. It's not just the Prime Minister, the entire UPA II government today is facing strong criticism - specially from India Inc - for their inability to usher in the reform process. Though the government counter-argues that it needs time to consult allies and build up a consensus - the volte face has left many wondering if this UPA government serious about reforms? If so does it have the will to implement them or, as some argue, is this the end of the reform process?
