J&K sees spurt in militants' surrender

With the surrender of 12 top Hizbul-Mujahideen militants, the number of surrendered militants in J&K has gone up to 180 during this year. The government says instability in Pakistan is one of the reasons for militants to surrender in large numbers and efforts are now being made to revamp the surrender policy to motivate more militants to lay down arms.
