The Islamic State is reportedly trying to exploit the fall of Bashar al-Assad's regime in Syria. IS has reactivated fighters in Syria and Iraq, leading to at least a dozen foiled plots this year. The UN estimates IS has 1,500 to 3,000 fighters in both countries, though its active branches are in Africa.
