In the last thirty days Indians were shocked to hear the horrific incidents of rape of a toddler, a four-year-old child and a five-year-old child in Delhi. The shock factor comes from the fact that even after a nationwide uproar vis-a-vis the Nirbhaya rape case nothing has changed on the ground. Is it a problem of policing?
