The Narendra Modi government has recommended an Ordinance or executive order to facilitate the auction of coal blocks cancelled by the Supreme Court last month. But hopes that it would announce big ticket reforms to end the monopoly of the state-run Coal India were not met. Coal India has been unable to meet its production target, turning India into the third largest coal importer despite having the fifth largest coal reserves in the world.
