Finance Minister Arun Jaitley's first full budget today got a thumbs down from Manmohan Singh, who was the country's prime minister for 10 years till his Congress party lost power in May. "Mr Jaitley is a very lucky finance minister. He has inherited a good economic situation which was in a good shape, not because of what he did but because of the global situation," Dr Singh, who is also an eminent economist, told NDTV on Saturday.
