Former PM Manmohan Singh summoned as accused in coal scam: Accountable for signing files?

He told NDTV he is open to legal scrutiny. The Congress today said it would put its entire might behind the former prime minister even as the BJP says Dr Singh is paying for the sins of the Congress. We ask whether an ex-prime minister can be made criminally culpable for files signed.
