The Economic Survey moots for Universal Basic Income, that would cost 4-5 per cent of GDP provided it's not an add-on to the existing social schemes. Chief Economic Adviser Arvind Subramanian calls the UBI a form of social security in which everyone is allotted a basic allowance, as 'a powerful idea' but one that's 'not ready for implementation'.
