If Union Power Minister Veerappa Moily has his way, a massive debt recast could pave the way for state electricity boards to become profitable. But the road ahead will be difficult and it remains to be seen how much of the burden will be passed on to citizens because if the plan is to work, then get set for higher electricity bills which will be revised upwards every single year.
