Two days after Mumbai's latest terror attack, there is very little headway in investigations. After Four major attacks in the last 8 years, the city of Mumbai, and indeed the rest of the country, asks why the maximum city has become a soft target for terrorists? Were no lessons were learnt, even from 26/11?
