In a scathing piece to NDTV.com, Congress MP Shashi Tharoor expressed bitter disappointment over the Lok Sabha voting against the introduction of a private member's bill brought by him seeking an amendment to Section 377 of the Indian Penal Code that criminalises homosexuality. This was the second time in 3 months that Tharoor's bill was defeated in the House. Even as Tharoor says that most MPs who promised support didn't show, we ask was only BJP to blame, not Congress?
