"A few Biharis are spoiling our image," Chief Minister Nitish Kumar said in response to reports of large scale irregularities in the Class 12 exams. Almost 65% students failed the board examinations this year, the worst result in nearly two decades. That's not all, this year's arts topper Ganesh Kumar is now in jail after it was revealed that he was 42 years old and had forged his age documents to appear for a board exam he should have taken 20 years ago. This is the second year in a row that a "topper scam" has plagued Bihar's class 12 examinations. Last year, arts topper Ruby Rai had failed to answer basic questions and described political science as related to cooking. From fake toppers to record failures, from mass cheating to money laundering charges against the exam board chairman, what is ailing the education system in Bihar and can the government duck responsibility?
