The recent weeks have seen persistent disagreements between the Delhi Chief Minister and the Lieutenant Governor of the state, to the extent that both Arvind Kejriwal and Najeeb Jung met with the President of India for consultations.

The conflict emanates from the peculiar constitutional position of Delhi: a union territory with a Legislative Assembly and an elected Chief Minister. Legal experts are divided on the issues of where the real power resides, with the Lieutenant Governor or with the Chief Minister? Should Delhi be given a complete statehood or should the three subjects of police, public order and land remain with the Centre?
