Congress leader Kapil Sibal blasted the Centre's move to introduce the scrapping of Article 370 in Jammu and Kashmir in the Rajya Sabha today. "At 11am, you say you want to introduce a new bill and debate on it. How can we debate something if we have not been given prior notice about it? You know you have the numbers and so there will be no debate. This is not a democracy. Democracy doesn't mean you move forward leaving the country behind," Mr Sibal told the Rajya Sabha. He also why the Centre was in such a hurry and questioned if they had consulted anyone in Jammu or Kashmir or even other political parties on the issue.
