If one has a third child in Kerala now one could be fined. A committee set up by the state's Left government has taken on the church. The committee has recommended couples be made to pay for having more than two children, but the church is livid. Violators will have to pay ten thousand rupees as fine. Justice V R Krishna Iyer's recommendation has infuriated the Catholic church authorities. They say the draconian proposal is inspired by the Chinese model.
