Flood-wrecked Kerala's Finance Minister Thomas Isaac said the state will have to prepare like the army for war in order to ensure people at relief camps are safely rehabilitated and sent to their homes. He said an army of 75,000 volunteers are set to clean homes in three days. Some two lakh people need to be sent home, but the roads are affected. They also need some boats.
