At the Line of Control in Jammu and Kashmir, bunkers are being built on a war footing, not for soldiers, but civilians who have been bearing the brunt of the increasing ceasefire violations from Pakistan. The state government says it has made protection of border residents a priority, so they don't have to migrate to safer areas whenever shelling by Pakistani soldiers begin. "We will do whatever is needed to protect them from firing," said Deputy Chief Minister Nirmal Singh.
